The documents in question reveal the involvement of Khadija Hamdi and Mohamed Lamine El Bouhali, respectively "Ministers" of Culture and Defense in the  Western Sahara Polisario "government", in cases of embezzlement of huge sums of money from international humanitarian aid and foreign donations.

The document lists bank foreign accounts, bank balances and supporting documents. He gave instructions to open an investigations about the documents leak , that was timed to potentially inflict  maximum damage on Mr. Abdelazi who has been the Western Sahara separatist Polisario strongman for over 35 years.
